Budget  with  an argument sets the priority of the given sector type (or P for
plane building, or S for ship building, or M for ship maintenance,  or  N  for
plane maintenance, or C to clear all)

Priorities are a positive number, or 0, or ~.

Update order:

When the BUDGET option is enabled, the update procedure changes.

The first thing that happens in an update is starvation and income collection.
All sectors are checked for starvation, then grow population, and then collect
taxes,  pay  military,  pay  for military reserves, and pay for capital costs.
Banks that are 60% efficient produce income from any bars they hold.

Then, in order of set priorities, sector types, planes, and ships are updated.
Once  all  sector types with set priorities have been updated, non-prioritized
sector types are updated in a top to bottom, left to  right  order  (in  deity

coordinates).  Then,  ship  maintenance  (if  not already done), ship building
(ditto), plane maintenance, and then plane building.

Ship maintenance is always paid, even if broke.  Plane  pilot's  salaries  are
always  paid.  If  broke,  plane maintenance is skipped, and the plane loses a
random 1-(etu/2) percent efficiency.

Ship & plane building are not performed if broke.

Afterwards, sectors are processed for  execution  of  deliver  and  then  dis-
tribute, providing the nation is not broke.

Sector  designations  (or  ship  or plane building) with a 0 priority will not
produce, or build efficiency. Ship & plane maintenance may not be skipped.

Costs for each sector type include costs for building efficiency in sectors of
that type. (This is true even if the sector will change to a different type as
a result of that work. For example, costs for libraries will include all costs
for  work  done in library sectors, even if one of the sectors is being turned
into an aggie)

Estimated Delta

The estimated delta may not be correct, due to events during updates.   (star-
vation, plague, sector revolts, etc) It will, however, usually be close.

Budget  takes  into  account avail in harbors and airports, and will only show
you how much you'll pay for work that will actually get done  in  cases  where
your  airports/harbors will not have enough avail to work on all planes/ships.
