Well, if I remember correctly, you need to record the Senator's private
comments by eavesdropping on him, then broadcasting his words over world
wide TV, or something like that. This discredits him sufficiently enough
to halt the implementation of the plan, but maybe you did this already,
in which case, yes, you have won (I think!). It's been years since I played
and it was the only Infocom game I was able to complete w/o any help...
as I recall, it simply involved A LOT of waiting... sort of weird game.
