You can choose either starting place one of Gateway cities:

Or start in Lorenai City with access (through one-way teleports) to
each of these cities and then choose whatever starting race you want.
When you start in one of Gateway cities you will get 5 more men in
start with and 500 more tolars. But don't have access to other cities.
